Clean Power Ordinance

What This Ordinance Calls For

49th ward Alderman Joe Moore has introduced an ordinance to city council that requires
Fisk and Crawford to reduce thier emissions of Soot and Global Warming Pollution which includes Carbon Dioxide and Particulate Matter

The ordinance sets a few limits on the power plants. It limits the PM/PM10 to 0.015 Ib/MMBtu (pounds per one million British Thermal Units), the PM2.5 to 0.010 Ib/MMBtu, and the CO2 levels to 120.36 Ibs/MMBtu.

These new limits will reduce the amount of pollution released into the air, which will both help the health of neighboring residents as well as reduce Chicago’s carbon footprint.

Why We Need This

Pollution Emissions are Making Us Sick

Chicago has one of the highest rates of asthma in the country. Our Asthma Hospitalization rate is nearly double the national average.

According to a study done by Researchers from the Harvard School of Public Health

Air Pollution rom Fisk and Crawford causes more than:

40 Premature Deaths,

550 Emergency Room Visits

and 2,800 Asthma Attacks

Annually

Falls Right in Line with Mayor Daley’s Chicago Climate Action Plan

Now is the Time for Chicago to Transition into a Greener Future.

The Clean Power Ordinance is consistent with Chicago’s Commitment to lower its green house gas emissions and create new jobs. Mayor Daley’s Chicago Climate Action Plan States:

“To address climate change, the world must require higher efficiency from existing energy sources and move to cleaner power sources…”

(when refering to existing energy sources)
“…Some of these are a significant source of CO2 emissions especially those that use coal Upgrading or repowering the 21 coal plants in Illinois, including two in Chicago, could yield a significant reductions…”

How This Ordinance Will Affect Fisk and Crawford

Both plants will have to install new up to date cleaning and scrubbing technology in order to comply with the new Emission Regulations.

A four Year Phase-in process gives the owners of the plants adequate time to comply.

The Ordinance requires, on a monthly and annual basis, certified reports on emission testing, emission monitoring, and compliance with limits

Failure to comply with the regulations will result in pentalities against the plants. This ordinance does not seek to close down the Fisk and Crawford plants. It is simply designed to require the plants to do their fair share in protecting the residents of Little Village, Pilsen and all of Chicago
